There too many types of configurations for the Cowan code to handle at 
once.  I ran it once (suffix Z) with all the low and known configurations 
and a second time (suffix Y) with low and doubly-excited configurations 
but without ng, nh, ni, nk.  I made a merged linelist gf2706.lines by 
combining all the lines from gf2706z.lines with lines from gf2706y.lines 
that were not already present.  Gf2706.pos = gf2706z.pos and 
gfemq2706.pos = gfemq2706z.pos.
